PCI is a non-profit organization dedicated to preventing diseases, improving community health, and promoting sustainable development worldwide. With support from Eleanor Crook Foundation and Conrad N. Hilton Foundation, PCI Tanzania will be implementing an operations research study in Mara Region of Tanzania called EFFECTS: “Engaging Fathers for Effective Child Nutrition and Development in Tanzania”, in collaboration with the Harvard T.H. Chan School of Public Health, Purdue University, and the African Academy of Public Health .
To understand the benefits of integrating nutrition and early child development interventions and the benefits of engaging fathers in these interventions, the project will consist of 4 intervention arms (in addition to a control arm). Across the study arms, women’s and men’s peer groups will be facilitated by Community Health Workers (CHWs) in 80 communities throughout Musoma Rural and Butiama Districts.
The position is based in Musoma and reports to the Program Manager
PURPOSE OF THE POSITION:
• To develop and implement the monitoring and evaluation plan, including development of systems and tools for data collection, data analysis, verification and reporting, in collaboration with program staff and relevant stakeholders.
• To build capacity of program staff and stakeholders to implement MLE activities;
• Ensure that projects have appropriate data collection and management strategies and tools in place in accordance with ethics and policies on human subjects’ research.
POSITION REQUIREMENTS:
• University degree (Bachelor's degree or MPH) in social science, M&E, public health, or related field, with substantive expertise in monitoring and evaluation methodologies
• Strong understanding and up-to-date technical knowledge of best practices in monitoring and evaluation
EXPERIENCE
• Four years professional experience in monitoring and evaluation for international NGOs/aid organizations;
• Two years’ experience collecting, managing, organizing and/or analyzing data for quantitative and qualitative research studies involving human-subjects;

• Experience in supporting, mentoring and training other staff in data collection or reporting;

• Facilitate periodic data verification through routine data quality verifications and site visits.
• Collaborate with MLE Manager in supporting implementation of M&E related activities in other PCI projects, as needed.

• Develop and implement internal control systems that ensure the quality of all partner and PCI data, including facilitating routine data quality assessments, ensuring protection of human subjects and data privacy.
REPORTING AND COMMUNICATION
• Provide technical assistance and mentoring to project staff and partners to collect, consolidate, and organize project data to ensure timely, accurate and comprehensive reporting.
• Participate in project team and relevant stakeholder meetings to improve coordination and communication regarding all aspects of project MLE requirements.

Background
Tanzania since 2007 has been implementing UN Delivering as One (DaO) reforms – also known as the One UN under the overall leadership of the UN Country Head and coordinated by the Resident Coordinators Office (RCO). The overall purpose of this reform is to unify and align in order to more efficiently and effectively deliver results in support of national priorities. Working as one, the UN can have a far greater impact on the development and humanitarian challenges that face the country, avoiding the fragmentation and duplication of efforts seen in the past. By combining the skills and resources of UN Agencies active across the country, the UN can complement the efforts of the Government, civil society, private sector and other development partners by providing policy advice and technical assistance to Tanzania.
The vision of ‘Delivering as One’ in Tanzania is therefore about being a more effective partner for Government; focusing on the UN’s comparative advantage; being strategic about the development areas where the UN prioritizes support; and continuing to support Government on humanitarian issues. In July 2011, the UN in Tanzania entered a new phase of programming, operating under a single business plan, the UN Development Assistance Plan (UNDAP) 2011-2016. The Plan, the first of its kind in the history of the UN System, captures the entire range of activities supported by the UN system in Tanzania, across ten sectors. A new UNDAP will start in July 2016 and continue the work on Delivering as One in support of Tanzania's Five-Year Development Plan.
Duties and Responsibilities
Under the guidance and direct supervision of the Communication Specialist in the Resident Coordinators Office, Partnership development and communication Analyst will assist to ensure the implementation of communication strategies to enhance the visibility of joint UN initiatives at normative and operational level, enhances the interface with senior government officials at central and local levels.
The Partnership Devt & communication Analyst will be located at RCO – Communication Specialist Office.
Summary of Key Functions:
• Support the implementation of DaO Communications, Outreach, Advocacy and Partnerships (COAP) activities.
• Assist in implementing activities on COAP in the RCO , facilitation of UN Communications Group (UNCG), and backstopping of the RC engagement with national stakeholders at national and local level on the SDGs and UNDAP II.
• Support with the facilitation of Innovations on Communications as One initiatives and knowledge building and sharing for UN Tanzania and its partners.
• Support resource mobilization from new partners in Tanzania to support UN communications, outreach, advocacy and partnerships.
Support the implementation of DaO Communications, Outreach, Advocacy and Partnerships (COAP) activities.
• Support the facilitation of overall Tanzanian One UN COAP strategy for 2016-21, with special focus on the media.
• Assist to ensure the institutionalization of inter-agency collaboration in the COAP to support the operationalization of initiatives under One UN led by RCO.
• Work with the Communications Specialist to build alliance for enhanced UN role with both traditional and non-traditional partners and audiences.
• Support the flow of information between the UN Global systems, the RC, the UNCT and Un staff in Tanzania, ensuring that all relevant parties are kept informed of activities, initiatives and requests and facilitating any necessary follow up action.
• Support the implementation of internal communication initiatives fostering a joint UN identity.
Assist in implementing activities on COAP in the RCO, facilitation of UNCG, and backstopping of the RC engagement with national stakeholders at national and local level on the SDGs and UNDAP II.
• Assist the Communication Specialist with development and backstopping of the advocacy for the roll-out of the SDGs in line with the national priorities of the United Republic of Tanzania.
• Assist to develop and track the advocacy campaign for the roll out of UNDAPI I campaign.
• Support the Communications Specialist to facilitate RC’s direct outreach and advocacy with senior central and local govt officials in support of prioritized UNCT normative goals.
• Support the sub-nationalization of One UN COAP initiates.
• Support the management and update of content of the One UN website and Social Media.
• Ensure documentation and dissemination of the UN programme experience and results achieved for UN visibility of the UN programme and success.
Support with the facilitation of Innovations on Communications as One initiatives and knowledge building and sharing for UN Tanzania and its partners.
• Assist the Communication Specialist to Strengthen partnership with key traditional donor stakeholders in support of DaO and promote continued support for One UN.
• Support with managing and updating of content of the One UN website, emerging social media platforms, and photo database to ensure materials are consistent and relevant to UN priorities.
• Support the promotion of the use of new information technologies and social media to pursue effective advocacy in both internal and external communications.
• Provide support to the effort of promoting the concept of UN spokespersons on different priority SDG and UNDAP themes.
• Contribute to the provision of content for advocacy and information materials, including the UNCT newsletter & website, press releases, statements, and talking points.
Support development of concepts for non-traditional partner engagement activities in alignment with UNDAP II (Journalists, private sector, press clubs) Support resource mobilization from new partners in Tanzania to support UN Communications, outreach, advocacy and partnerships.
• Support the enhancement of the relationship with private sector to win on initiatives related to corporate social responsibility.
• Assist communications Specialist to raise resources for UN and RCO COAP initiatives in light of new interest by donor community on this work.
• Assist on further building of the RC’s resource mobilization efforts with donors for joint advocacy on shared or joint priority normative agenda topics.

The Training Specialist will be report to the Head of Training and Human Resources at One Acre Fund Tanzania. They will support the Head of Training and HR to coordinate a Leadership Development course and will assist in tracking of all training and development initiatives and in holding managers accountable to investing in the growth of their staff. The Training Specialist will also work with the Language teacher on Swahili-learning initiatives for international staff members.
